Pasting sends the picture through the clipboard, which can re-encode it or hand Word a lower-quality copy of the original file. Inserting from the file keeps the original data intact.
The most common version of this problem in manuscripts we receive is a photo pasted from an email or a web page. That image was usually downsized before Word ever touched it; email apps and websites compress aggressively. Word’s own compression then runs on top, and the result prints as a smudge. The fix is always the same: go back to the original file (the camera export, the scan, the file your designer supplied) and use Insert > Pictures. Check the exported PDF yourself before uploading it anywhere; do not trust how the images looked inside Word. Open the PDF in any viewer, set the zoom to 100% (actual size), and look closely at each image. At 100% zoom you are seeing roughly what the printed page will show.
